Punishment for Smuggling Animal Babies

Something interesting comes in a headline news banner of one of the website that certainly caught my attention. Having fond and interested in animal, I click and surf along the way. Wow..there is a news that in one country, a man is trying to smuggle infant bears, tigers, leopards, some species of monkeys and other wild cubs. These cute and adorable baby animals, in which authorities says are no more than two months old. These baby animals are kept in special cage together with his luggages and the man was boarding a first class flight. I withheld all information for the sake of general conversation and hide certain identities and involved country here. But anyway, this will certainly not cut the continuity and objective of this discussion. So I try to give details in general sense and not pinpoint something, somewhere or someone. What is the man thinking that he can get away with this? These baby animals might die along the way. But I think since these are not stuffed animals going somewhere, maybe the buyer on the destination country wanted these cute baby animal alive? I think so... And what interest me is the details of the punishment.. Only 4 years in jail and USD 1,390 for penalty. What a shame for a rule. You see, the man is smuggling "live, unprotected and innocent" cubs and these are not just one, but a dozen of baby animals in his luggage. This man is big, powerful and maybe influential one. See, flying on a first class with so many luggage huh... I believe he can easily pay the penalty since he can afford all of these things. How about the 4 years in jail? I think with good lawyer or twists with the law, he can minimize it or even completely getaway with the term. Talk about law.. I think the punishment should be more serious and demanding since it violates more than what we think he violated... Even for the rights of these kidnapped animals. I share this so that we can see that animals have their rights too and deserves equivalent protection in any place in this world...

I agree that the smuggling of animals is a serious crime which violates the animals' rights. However, if you consider that people can get a lesser sentence than 4 years if they commit crimes against each other such as serious assault, it's not very surprising that the sentence for smuggling animals is not more.
