Recently I opened a site where I found appeals by its different members stating ‘I can do it for you for - - - - - ’.What does it signify? Is it necessary for all members to submit such appeals? Can you also give an idea what type of works are accepted there? Can you also name the site? Is it a money earning site?

Would it have been this site?
http://www.fiverr.com/
There you can do things for others and they pay you $5. It is up to you to decide what things you will do and you post your offer and then others order it and then they pay you.

May be you are talking about freelancer.com..At this site you can submit your project and members will bid for that project so now its depends on you which deal you choose for your project...
so members stating ' I can do it for you for...' means they are biding for your work...
Let me know if you were talking about this site only...
