are cookie enabled when you download chrome and how do you change it

Cookies are enabled by default in most browsers. In Chrome, they are managed here: chrome://settings/content (the link will only work if you are in Chrome and you may have to copy and paste it!) You can also access that from the 'spanner' icon on the right. Select, Tools, Options. If it isn't obvious from there, simply type 'cookies' into the search bar on the left.
