I saw all of matrix programs has something like 2x10, 4x12, 3x5 or whatever. What is that actually mean?. For example 2x5 matrix, is that means that we can only have 2 people on each level?. And what is spillover?.

The first number on the matrix pertains to the maximum number of referrals a member can have on his first level. The second number denotes how many levels you can have.
Let's use your example which is a 2X5 matrix:
1st level = 2 referrals
2nd level = 4 referrals
3rd level = 8 refs
4th level = 16 refs
5th level = 32 refs
So, you have 2 refs under your 1st level. Your 1st level will have their own 2 refs which will be your 2nd level... and so on and so forth...
Since you can only have a certain number of referrals under your first level, any additional refs you'll acquire will then go to your 2nd level down. Those refs are your spillovers. Let's say you referred 3 people to the site. 2 of those go to your 1st level (let's say A and B) and the 3rd ref (C) goes under either A or B since you can only have a maximum of 2 refs under your 1st level.
