Ruling? or do you refer to the type of government? Britain's government is a constitutional monarchy. It means that there is a ceremonial state of head (which a monarch, can be a king or a queen). The monarch cannot rule but only serves as a person who has no political interest and power in the government. The government itself has a Parliament which is headed by a Prime Minister. The Prime Minister is the one with the political power and clout. However, a Prime Minister is appointed by the monarch (after an election). The monarch then asks the Prime Minister to form a government before actually having political power. If a Prime Minister has a vote of no confidence, the monarch has to dissolve the government/parliament before an election for another Prime Minister can be conducted. And the process repeats itself again and again.
