Freelance programmer?

To all freelance programmer out there. Do you guys always faces problem when there is no projects for the programming language that you're good in? For me,I'm just starting on this freelance programmer thing(more on web) and seriously things are not going so well. Really hard to find a project that suits ourselves best. And I'm wondering how they really determine the level of programming skills from junior to senior programmer.Any idea anyone?
