Can I send money to others even if my paypal is not verified or not?

Yes, but there is a limit on how much you can send, I believe. Go through the Help section of your PayPal (it may be different for different countries). Presumably you have earned money online and want to forward it to someone? Otherwise, you would need to verify your account so that you can transfer funds to it! If you want to pay for goods or services, be aware that many companies will only accept payment from verified PayPal accounts. That is because it is more secure for them (it is more likely that the transaction will go through).

I was about to withdraw my 10$ in paypal but there is a limit. And OMG, my limit is Php 0.00. Lols i can't even withdraw a single cent.

Seems to me like a breach of privacy if a company can know if your account is verified or not! Are you sure about that owl? I have never had any problem paying for domains and hosting from an unverified account.

I haven't experienced it personally, Petersum, because I have always had a verified account, but I have heard of sites which require the PayPal account to be verified. No, it's not a breach of privacy. It's exactly the same sort of check which is automatically done when you present a credit card for payment. I believe that when you set up a 'cart' for PayPal payments, you can choose to only accept payments from verified accounts. Only PayPal have that information and the system will simply refuse to accept a payment from an unverified account. As I say, it is just an additional level of security which means that the person is more likely to receive the money, even if that PayPal account doesn't have sufficient funds.

Off course you can. The difference between verified account and unverified account is the limit of your transaction. If your paypal account unverified, your transaction, receiving and sending money will be limited. PayPal states on its website that these restrictions are for security reasons. You don't have to be verified if your transaction less than $500 a month.

From PayPal to PayPal, you can send money even if you're unverified, but only up to a certain amount, I remember of it was $500 at some time, but may have changed and varies from country to country. Some online stores and investment programs will refuse payments from non-verified accounts, but you have to check each site in particular to find out which. That is in fact the fault of the site itself and has nothing to do with PayPal.
