improve my internet

i have internet and from timewarner cable and my speed can go from 15-32mbs according to the website thing but i can only download things at the rate of 1.2-2.2mbs i was wondering if anyone knows a website that can help me get at least 5-10mbs or more.
that would be very helpful to me and stuff
