Is there any diffrense between US Coke and Eastern Europe's Coke?

I read an article where they say that the Coke and Pepsi products in East Europe have nothing to do with the original ones! And the people in European Union said that they can change the ingredients in the Coke! Bur if you change the recipe it won't be Coke anymore! Can Coca-Cola use low standard ingredients for the East Europe?
