What makes Art valuable?

As a novice to the art world I really wonder what it is that makes art so valuable.
Is it the Artist who knows the right people? Is it the Artist who knows how to promote his work. Maybe it is just some special ingredient called natural ability, but many people have natural ability and paint better, in my eyes, than some of the great artists paintings that I have seen, so maybe it is in the eyes of the beholder. Can anyone help shed some light?

In my humble opinion(as someone who has pride in their artistic abilities), I think it is the artist who determines the value of the art. They decide how much time, effort, and emotion they put int the work. Of course we have artists who sling paint on canvas and sell it for millions, but that is beside the point. I really don't think any artist thinks in monetary standards while they're at work on a masterpiece.
Just my thought on the manner!
