Everquest one guild, Promoting to officer issues

Hi , is anyone playing Eq1 still that can help me. I have a guild , we only have a few people in the guild atm. It wont let me promote anyone to officer, the options in the menue are greyed out. Is there a account minimum needed to start promoting people? Anyone have any ideas? Thx
