My dear buying a good one does depend on your requirements. You did not mention the entire details but according to me a laptop is always preferred. Because laptops have flexibility to be carried to anywhere. If you are a student, this really helps while taking some presentations or others. But if you want it for home or office purposes then a desktop is the best one. You did not mention your configuration requirements too. But there are some basic things which are taken ion to consideration regarding configuration. As per the present status and prevailing technology theses are the things preferred in a laptop and a desktop.
Laptop: It is always advised to buy the best ones according to0 the latest configurations. The latest one is i5 processor with 4GB RAM. The preferred companies are DELL, SONY VAIO and LENOVO. The first two are preferred by many people. The basic laptops from DELL cost you around RS. 25ooo/- in INDIA. But it is always advised to buy the high configured one and that too from DELL or SONY VAIO.
Desktop: The best is to buy an assembled one if you chose this kind of system. I brought a similar one and is working really well for me and i have not faced any problems with this. My configuration is relatively new and a high one but cheapest in cost. ASUS motherboard and processor (better and cheaper) than Intel and ACER monitor (cheap and best). Microsoft keyboard and mouse. $GB single slot DDR3 RAM and SONY DVD write and FRONTECH UPS. There are other accessories and i bought all these for RS.17000/- in HYDERABAD. But chose the better one as per your requirements.
Hope this helps you and wish you all the best and have a great time.

There is no such thing as a best computer because technology rises up quickly. You can already assume that your best computer is not so by half a month. I suggest you build a computer from scratch if you want to achieve a powerful system, it will even costs less than a pre-built PC. But if you prefer not to go through these trouble, I'd pick Alienware custom-made systems, you could go through their site and choose parts that ranges from Low-End to High-End, even so, expect the costly prices.
