acer 1692wlmi problem

Can someone PLEASE help me?!?!?!? I have an Acer Aspire 1692 wlmi(intel pentium m 1.73 ghz,1gb ram ddr2,ati mobility radeon x700 128 vram,100 gb hdd)and i have a strange problem with it,everytime i log in the keyboard and touchpad are "freezing" also i can't open any program except folders or text files using only the mouse. I reinstalled the windows 6 times already,remade the partitions and still got this blocking problem,basically the computer works after windows installation untill i switch it off,after i turnit on,same problem eventhough i reinstalled all over again. i tried to run ubuntu from a live cd but i ran into the same problem,the only way the windows is working is when i switch it to safe mode,like now. if someone around here had the same problem on same acer model or different laptop model please tell me how solve it. again if you know how to fix this,PLEASE tell me how!
