How can I send money to a friend in Philippines

A friend in Davao city in Philippines is ill; I want to send some money to him. Earlier I had sent through Xoom.com , it accepted my money in PayPal and delivered it in Philippines currency Peso at his residence for a nominal fee, but now it says I can’t send due to Reserve Bank of India restrictions.
Bank to bank transfer is not possible, the bank manager said, I can send to certain institutions there but Rupee has to be converted to Dollars, next to Peso at the other end, the charges are very high, I don’t like this way of sending.
Next is via Western Union Money transfer, but my city has branches that can deliver me ,money here sent from abroad, but don’t accept money to send it abroad.
[b]Tell me if there is any way to do it?
There are private sources, but I won't take that risk.
Please respond and share your views.

While I am not fully informed of all the restrictions with the PayPal and India, the only thing I can suggest is that if your friend has a bank account maybe you can do a transfer where it can go directly to the friends bank account.
Although I am not sure if your friend has a bank account, so wondering if your friend has a trusty family member who does and this way they can get the funds to your friend.
You are so kind to help your friend and wishing God to bless you for you kind and wonderful efforts.
I am sure your friend is very appreciative and will always be grateful too.

Would it not be possible to do a direct paypal transfer to your friend. Then once they had gotten the money into their paypal account, transfer it to his bank. It seems like doing things that way would be the easiest and quickest way to get it to him. If that is not possible, then postal mail would be my next thought, but that would take a far longer time to get to him because you can't depend on how quick mail transfers.

No dorann , RBI has put so many restrictions for money transfer from and to india, it is good, but we suffer, RBI did it to stop illegal transactions

Hi there, well i think there are lot of ways which you can use to transfer money to friends and family living abroad. One ways is Western Union Money Transfer, another is paypal that is if you have a visa debit or credit card you can link it to paypal and transfer money to your friends paypal account. I do transfer money to my frieds through paypal.

If your friend has a Paypal account, you can send it to him through paypal. Western Union charges are so high but you are sure that it will be received immediately. There are other online money transfer, bank to bank transactions but it will take around three days before it reaches the receiver. I found this http://www.timesofmoney.com/remittance/jsp/r2h_remit2home.jsp, just check if you can use it. I just hope that your friend in Davao will get well soon.

I don't know if this is possible. But can both of you use and international bank that available in both of your country. Like Standard Chartered maybe or anything similar. If there is any, I think it is better to use this bank and transfer using the same bank.
You can make a research if there is such a way.

I wonder is it possible to send it by Paypal? Then I think out another method. Perhaps you can apply for a new debit card which there is a branch in Philippines. And you deposit some money into the debit card and then send it to your friend. He can withdraw the money in his side. Is it possible?

You are right, before we use to send money through Xoom, but since that restriction of RBI with regards to sending money, Xoom did not continue the service. About Western Union, its true also that they only receive money sent by your friends or family abroad, but if you are from India and you want to send money, they don't allow it at all.
The only thing that you can send money now in the Philippines is by bank transfer. Your friend should have a bank and ask the person about the account number, address of the bank branch, swift code etc. But this means that you are going to be charged more since it will be in dollars. That is how it works, sorry to say but outward remittance request is the only solution here, that is why I don't like it. It is really a burden for me to send there because it is difficult, I guess it will never be changed because of terrorist attack issue or funding of terrorists that made your government alarmed.

western union allows you to send money worldwide for a small fee, any amount up to a certain amount. I notice that some people use it more than any other money transfer. There are many popular chains worldwide that carry it. I haven't heard of anything else unless it's western union, teachers do this thing all the time and it's difficult. The only means to send money here in the Philippines from India is thru Western Union.
I also wonder why there is no way of sending money thru bank to bank from India to Philippines and vice versa.
Regarding Western Union...the pay is a bit high and really not practical too because you have to pay 150 rupees per 1000 rupees that you were going to send (too much)
where if it can be done through bank to bank it only costs 50 rupees per 10,000 rupees transaction.
Let's hope that one day,bank to bank transaction from INDIA-PHILIPPINES and vice versa will be open soon...so,we don't have much charges when sending money from India- Phils and vice versa.
Right now,that's the only info i can provide dada...because that's really the only way you can send money here in the Philippines...

You are probably not aware of the RBI guide lines, bank is not accepting international transactions, lot of restrictions, western union in my city doesn't accept for sending, only delivers if somebody sends.

As per recentl RBI regulations, we can get credits in paypal and the balance in paypal has to be transferred to our nominated bank accounts in our name within 7 days. (I think they are not serious about exceeding 7 days as long as balance is in tens). So only way for remitting money is through your bank account or send him your cheque in rupees so that he will get the same collected through his bank in Phil.
Whatever it may be the transaction will have two exchanges - one to dollar and then to peso. this cannot be avoided in as much as Phil friend has to get it in peso.

sometimes, my friend from US would lend me some money if i badly need it and she uses Western Union to send the money. Yes, it would be best if you send it through bank transfers or maybe PayPal?
