How to get adsense ?

I am trying for a very long time to get a Adsense account , but each time i submit it says that my application was disqualified and they even say that my page was not having the required quality of contents , but i don't what they mean about it , i was really tired of that , i thought of making a blogging business if get a google adsense account . Do any of you people have adsense account , so if you have can you give me some golden tips for getting it . Also am having a doubt that can i create another e-mail account and associate with it , please answer it ! Thanks in advance .
