Did you go to a vet? Maybe she doesn't like the shampoo, dog shampoos usually have strong chemicals in them (not fatal to the dog but some dogs contract allergic reactions to it). Also make sure that her diet is not causing it.
How often do you take a bath of her? My vet once told me that you can't go more than 3 times a week because it lowers their immunity making them prone to skin conditions such as mange and stuff. Check if your doggy has bite marks because some dog infections are transferred through mosquitoes too.

Check your dog and see if you see any dander. Consider a good medicated dog shampoo that will heal the dogs skin and add moisture to her too.
While some groomers will use a perfumed doggie shampoo some of the ingredients can really cause skin problems for dogs and cats alike.
I have always used Hartz Mountain medicated shampoo when I had a dog.
YOu will find several brands and if you are not sure what to buy someone can assist you.
If you go to a PetsMart store they have a Veternarian there with an asst. that you can ask questions.
If the dog spends a lot of time outide, he could have also run through a patch of poison ivy or poison oak.
Or if changing his diet, sometimes the reaction will go to the skin.
Hope this helps and let us know how your doggie is doing.
