Well guys i just wanted to have an opinion about whether both of these means the same thing or not. I have observed a lot of people saying love you in general while using i love you for only one person i.e. their bf/gf or their partners...need your help to clear my mind about this one.

No. "Love you" has come to mean something which one can say to friends and family as a general gesture of affection (and not always entirely sincerely!).
"I love you", however, is much more of a sincere and specific statement about a different kind or level of affection. It is often made stronger and more 'special' by emphasising it in a particular way, by including 'do' as additional confirmation or by adding the person's name at the beginning or the end.

hello,
well, for me they are the same because I use to say "love you to my boyfriend whenever he says that he loves me. Well, it doesn't really matter if you say it or not as long as you really mean it. You dont have to spell out how much you love one person if you shows him through actions.

"LOVE YOU" and "I LOVE YOU" means the same thing to hear it by it has a different meaning of it. When we used to say "LOVE YOU" it means you are not totally love that person it not came to his/ her heart you just pretending you love that person while when you say "I LOVE YOU" it comes to your heart and you are concern to say it and you really love that person and it is good say it personally, so that you will know if he/she is sincerely to say that.
