Giving Up Your Social Security Number For Employment

I'm not talking about when you actually get the job but during the application process. There used to be a time when an applicant could just use the last four digits of the SSN/TIN. Yesterday, I went to take a written exam for a public sector job and they wanted for me to use my social security number instead of my name on some of the test documents.
I've worked public sector jobs for the past seven years and when I got a copy of my credit report last year, I found more than five names attached to my SSN.
If it were a private company, I would have just walked out or refused to write it.
Personally, I think the government needs to revise the whole system. I may not live to see the end results but with all this identity theft going on, it would be an improvement.
