The Rise and Fall of a Manager Depends on the Sub-Ordinate?

The Rise and Fall of A Manager depends on the sub-ordinate? This phrase is bugging me for so long. My friend once told me that her boss told her once that His success depends on her, well she is a secretary. I am thinking about that phrase and I can't understand why? Is that really true? Meaning the secretary should be the manager? If you are a boss how will you explain this one? and If you are a sub-ordinate how will you interpret that? Me as a sub-ordinate,like my friend, I see Two things in that. 1) The Sub-Ordinate should work hard for the Manager, be resourceful, Assist him in all possible ways, and think like a Manager,like a consultant. Or the Manger wanted to train his sub-ordinate to be a Manger. 2) There's limit the sub-ordinate should not shoulder all decision making and active participation on problems like being the manager it self, we are only to assist and guide them but all efforts should come from the Manager, I mean the inspirations and initiatives should come form the manager, because the way i understand that phrase, He wanted her to act and think like the boss it self, and the boss will just approve or deny every work that she will pass. And what if there's always rejection... A boss and a sub-ordinate could share their views...

Okay. This is a pretty simple question. The Manager's success is based on how well the TEAM below him/her performs. Obviously, the manager cannot do every duty him, or herself, so a company creates duties/jobs for other people to help out. The Manager's role is to keep everyone motivated, and when necessary to step in and help, so the team performs like a well greased wheel in all their duties and the company grows.
