Paypal limited my account

Hi i have a business account which verified though bank.While i am transferring money from paypal to bank. I got a message as my account got limited.In resolve center there was option to change password, security question and to add credit card.Paypal asking me to verify my credit card to remove limit.Ridiculous thing from paypal.. I too tried to verify by credit card now it saying credit card disabled cant be added.Can anyone help me I am from India...
