Are they taken seriously enough by society as the guidelines they should be for parents or are they ignored far to often?

You don't see children that look like under 13 walking into PG-13 movies, do you? Well, I don't - they're always with their parents, while I've seen teens walk in without one. I believe they're taken seriously enough.

I mean, I believe the rules are taken seriously enough by the society. No parent wants their child to grow up to become an assassin.

maybe its just where i live. but i see it all the time. even going into retail stores i see the sales associates sell rated R movies to 12 year olds. even video games. Look at all the kids playing games meant for teenagers when they are barely 10. of course a lot of theier parents get the items for them, but the influence is still there whether the parents approved or not. :p
