Scammed by exchanging Referrals.

I joined a forum for the members to exchange the PTC referrals.
At the beginning, I were successfully exchange two referrals.
Later, a guy was offering me to exchange two PTC sites for signing up.
After my signing up, he was requesting many things from me to show that I did sign up two of the PTC sites.
For instance, he asked for the date and time of my signing up, my signed up and my account details. He told me that the site never want to disclose the exact username of his referrals and this was the first time I had heard.
At last, he just signed up One PTC site for me but only clicked 5 out of around 20 advertisements of that site.
About the other signing up, he told me that he should try his best to sign up for me.
I were angry because if he had no intention to exchange with me, I could exchange with other member whom offered me the same too. He knew about it too.
I suspected this guy was purposely to stop other people from participating in PTC sites. He might hate the PTC sites or the Incentria forum very much?
Other than these possibilities, what can we guess about him ?
Do you have any suggestion to handle this type of people, please ?

Exchange of referrals is purely based on mutual understanding, faith and cooperation by which both are benefited. But it is very unfortunate that some forget this basic principle, some do not keep their promises and do not join in return which has occurred with me and some may try to cheat which may have occurred with you. But we have to be mentally prepared for all these undesired happenings and act accordingly.

I highly appreciate your attitude to the referrals. I personally believe the result in terms of earnings is almost the same with a few referrals. If you have a good number of referrals, it would definitely make a difference in your earnings.

Yeah I can imagine that exchanging referrals on forums can be a bit risky. The only thing I can advise is that you give a try and if they quit perhaps you quit their sites too. I know someone here who does well with exchanging referrals and she is very loyal. But if they do not honor their end of the bargain then she stops too.
