Someone is a bad person if he only does good out of fear

If someone is doing in his life but good and behaves correctly for fear of the negative consequences that he imposes his religion, then he is still a good person?
Or in a somewhat abstract example:
Hans and Fritz are mad at Tom.
Hans Tom does nothing because he considers it morally wrong.
Tom Fritz does nothing because he is afraid that he would go to hell.
Fritz is now a worse person than John?
Fritz would have to come now actually still go to hell?
Ultimately, it is also about the question: How do religions justify their value system?

i think 'afraid of doing something bad' is a value system inside someone, sometimes it related to reigions sometimes it doesn't, and i think it's a good thing. If all people doing this then there would be peace on earth.
i remember some movie scene, i don't know the movie but i remember one of the character said that in every person there are two creature fighting each others in a constant battle throughout the person's entire life. One is an angel and the other one is a demon... the winner of that battle will appear in this person's everyday attitude and the overall winner is the one you feed them most.
By being afraid of doing something bad the person actually not feeding the demon inside them, and by doing good the person is actually feeding the angel inside them.

I get the message, I think a little different. I'm one to always look at someone's intent. If they mean well then I believe it's good even if it is not the direct outcome and adversely when someone has bad intentions. If we act out of fear we may not grow. If we act out of love than we will feel more fulfilled. We never learn if we don't try. Once we learn to love the journey we can appreciate its ups and its down's

For me yes they are the bad don't know how fear they done to killed person or to get money from others.

The end never justifies the means.
Fritz does what is good.
The means - the fear - is the wrong one.
It harms no one but himself with his own funds, so it is not noticeable.
This damage, he should not inflict.
Finally, it is so obviously better than if he had done something without feeling anxious Tom.
Unfortunately, fear is in our judicial system is a decisive factor, without which we would probably hardly live so peacefully.
I think it shows a certain immaturity of our people.
... oh and the idea of a hell btw I find wrong.

I think fear is always a bad advisor. But one should not ask where it comes from, that Fritz has so much anxiety, or fear has to go to hell.
As a religion to justify their value system, I do not know. But m.E. after they should have to educate their children themselves are responsible people who can freely profess any religion, but not so educated, that there is only one religion and one that demonized all other religions and look to the left and right side loses. It's also up to parents to what extent a religion my son, the future can affect adults.
