Water To Air Filters?

Has anyone ever created a mechanical filter (or any other type) that could filter the very very small amount of oxygen that is contained within most water in the ocean. Because if there was/will be something of that nature someday, that give humans a MASSIVE step forward in being able to live underwater. Lets here what you fine gentlemen have to say on this matter ;) .
