Regarding to having paypal account my suggestion is check first in your area in Cebu if there is Unionbank, if there is apply for EON CARD tell them using for paypal account, they know about it. Why I tell you to first apply Unionbank because if you apply first to paypal which you use your name, then if you apply to the bank which not match big problem to you. Which Unionbank always remind first apply the EON card before applying to paypal to avoid any name or details mis-match.
