How to set the size of my signature and photo according to guidelines..

How do I set the size of my signature and photograph.I have to submit a form online but they have given the guidelines for the signature image should be of 140x60 in pixel ratio and size should be 10-20.With paint when I set the ratio of pixels then size goes below 10 kb...Is there any other utility software that I can use or any other tricks do anyone of you know?The image of signature is of more than 1 MB.I have tried irfan view,paint and office tools though ..but couldn't get the appropriate result.I didn't know that it was going to difficult when my cousin asked me to do that for him :(

As a bitmap (.BMP image), the file size of a 140 x 60 x 24bpp image just under 25kb, so you need some kind of compression (the usual format would be .JPG but it depends what is acceptable to the site - many sites would accept .GIF and .PNG formats as well. The size of a .JPG image depends on the compression level and the complexity of the image. A .GIF image uses fewer colours (and therefore the file size is smaller), a .PNG image file size will depend on the compression level set. If you want the best quality but to keep the file size in the range of 10 - 20kb, try a compression level of 2 (in the Irfanview dialog). I can't see that it would matter if the size were less than 10kb. Usually a site will specify a maximum file size only.

Thank you owlwings .I tried all that but couldnt achieve the size of signature with the exact size (pixels)ratio and size in kb in between 10-20 ..though .In online submission of form for any exams it is necessary to follow what they mention in rules otherwise its not going to be difficult to send an clear pic of signature which could easily be matched with the real signature in hall of the exam.I downloaded a software called 'Riot'(radical image optimization too)and compressed the file some how which remained bigger than what they wanted in guidelines.but the image is clear and am sure its not going to get rejected

You didn't explain that it was an exam question. I have encountered the same problem with a task (on MyLot, I think) and failed because, I believe, nobody setting the task had actually tried doing it - at least, with any normally available software - so the conditions were utterly unreasonable.
