You do not need to know them personally Ann, but if you do have some sort of relationship with them before signing them up, then you have more chance of them becoming active at a site. I knew the lady who referred me here for a couple of years at another site so I trusted her good words that she spoke about MyLot. That was what inspired me to get active initially. Before the addiction set in! Paying for referrals for any site is a complete waste of money in my opinion. The best way to get active referrals is to have some sort of relationship with them beforehand so that they initially trust the site that you are referring them to. As long as you're good in spreading your link and convincing people you don't even know to join under you you can get a referral. In case of purchased referral you have no guarantee that they will get you good earnings. Lucky for you if your referral is active otherwise you will not earn a decent amount from them.

I don't think that we need to now our referrals personally. From my own experienced, most of the time, when we promote our links we will tends to get referrals who are strangers to us as our referrals. As for me, most important is active referrals. Only active referrals able to earned us good income. Those referrals who are inactive are useless to us and can't help us earn money. As for rented referrals, it is depends mainly on our luck. If we are lucky had rented active referrals, then we earning well from them.

But you have to post your referral link in places like link exchange sites, social networks, in your blog or webpage. It is not easy to get referrals, I know that first hand. I have been trying to get people to come here for a long time. I do now have 3 referrals, but they are not active. Another thing that would help, when you post your link in social networks and such, leave a detailed comment about the site, how it works and how much you can make. The trick is not to lie, but get the people interested. I also know, I can get many people to look at the site, but I cannot make them sign up. So, it is a difficult task. Now, when you do get referrals, the trick is getting them to be as active as yourself. Another hard task.

for what i know you can only earn from referrals if the referral is active. and i think renting referrals that you need to pay few dollars could be a scam, but i'm not sure about this too, that's only what i heard from other.
