You should start with something your good at. Maybe something dear to you. Use blogroll and traffic exchange to promote your blog.

First, blog about topics you can really provide information about. However, make sure this is something that others will be interested of and will read. As for traffic, it builds over time. You can of course do some backlinks (although it's time consuming) but it's just best to publish a good post, then do SEO.
