Minimum speed requirement for Broadband Internet Providers

NTC released a Memo Circular to implement for Internet Providers to commit the minimum speed. Smart Broadband PlugIt is up to 2Mbps but as the July31 newspaper spread that if there is no broadband speed they committed is GPRS with up to 15kbps. How the at broadband speed what is there commitment? is it acceptable if u get a 15kbps when you subscribed to a upto 2Mbps service?

For me it doesn't matters and I don't think there should be a regulation about what's the minimum speed ISPs should provide. As a free market, I think everyone is precisely free to provide the services they want or are more economically convenient for them, even more when we are speaking about non essential services like internet.
However, that doesn't means that they can do whatever they want. The most common problem is that they sell us some speed and we actually get something much slower, which is not what we are paying for and constitutes a scam.
They should be able to sell whatever service they want or what the final user wants or needs, but once subscribed, they must really provided the agreed speed.

I think it is a good idea to set minimum speed for the internet becuase these days a lot of applications and features on the internet require a lot of bandwidth. If the internet users don't get good enough speed then the quality of the content they get from the internet will be very poor. This is more evident with video and game sites. Furhtermore, having a minimum speed ensures that the customers are getting a fair deal for their subscription to the service provider.
