Say you are a writer & found a publisher to publish your work & they misled you

What would you do if you were a new writer and found a publisher to publish your work under false information that was given to you. They misled you by thinking you book would be published and you would have your ISBN number and etc. but come to find out that publisher listed your book under their ISBN number. When you addressed them, they tell you that they would remove it but you could not use their book design under your own ISBN, then later tell you that it has been removed but to find out BOWKER still has it list under the publisher. So you contact the publisher and they state that they have removed it and that you may have to just change the TITLE of your book and get a new ISBN. How would you feel especially seeing that the title belongs to you. What would be your next step to let this publisher know that you mean business.
