Need a hand here, what does it mean "A is three times bigger than B"?

I've always been told that, "A is three times bigger than B" means "A=B*(3+1)", that is "A= B*4". While recently someone said that "A is three times bigger than B" means "A=B*3". What in fact does it mean? What do native speakers say?

A is three times bigger than B means A=B*3..; i don't understand why did you mention A=B*4 !??

its true that " A is three times bigger than B", means A=3*B.. I'm very sorry that I'm not being able to understand whether it is equal to " A is three times as big as B". Hope some other myloters know what exactly is..
