Rules of the road for Bicycles

I read a news story in a small town newspaper that got me upset. It seems that at 1:00AM a man on a bicycle was hit by a girl driving home. It did not say if alcohol was involved with either party. The girl said that she turned her head and then felt a bump on her car and stopped. It was then that she noticed the biker. She is facing a felony charge and could go to prison. The last line of the article said that the bicyclist did not have any lighting or reflective material on the bike. This took place on a rural road and one of the biggest dangers is wildlife, deer or bear, on the road way at night or in the ditch and get spooked when a car approaches.
My question is where is the responsibility of the bicyclist to follow the proper rules for riding at night. If he were in a car with no lights he would be responsible for the accident.

This is just crazy that they would charge her with a felony considering the time and the guy on the bike didnt have proper reflectors. the way i see it is he is the one at fault and he should be charged with something, I am sure there is a law out there for bicycleing too. Considering in Pa you are supposed to take your bike to the local police department and have it inspected, and registered. I know alot of us dont I know I have never done that my kids dont ever ride there bikes at night or at dusk. but that is besides the point here. I think that maybe she should get a ticket for a minor traffic violation, and he should be getting a bunch of tickets, for all anyone knows for sure, he knew she was coming because i am sure he saw her headlights but who is to say that he didnt turn into her? there are people out that who do that crazy stuff.
