Semi-Privatization of Public Hospital in Philippines?

Pnoy accepted a deal with Business people about Semi -Privatization program in order for Hospital like San Lazaro and Philippine Orthopedic will have state of the art of Machine and other new facility but the problem are people who cannot afford will be in doom to be accepted in the semi private hospital, Business oriented people loves money and poor family cannot avail of this free hospital. I hope Pnoy will study this proposal before poor families will die with out availing of free hospitalization.
