That is the reality in some workplaces.Lazy employees are a waste of money. They are not performing their job as to what is expected of them. They are cheating the company of money that is given in the form salaries and benefits. If the problem persist about this kind of job performance maybe you should think about replacing the persons concerned.

Its not always so. At times employees become like that if the work is not efficiently organized or if they are frustrated or if there is too much of office politics for them to tackle, or if they feel they are not being paid enough, or if they feel they should have got the promotion but somebody else got it, or if increments are not proportionate to the output. Jobs are hard to come by. But many times management is at fault too. They might have been open to gossip and in process denied promotion to the right person. That sends wrong message to other staff members. Others feel that no matter how hard they work, they will not get their dues.

There can be a few reasons for this. First and foremost, there may be no clear plan for the organization to work towards. Secondly, they may have noticed that the boss tends to be friendly with a few and listens to grievances so they can act it all out. Third you have one employee too many out there. So passing the buck is easier. Off hand I can only recall these three reasons.

Not exactly. Employees are inclined to complain about others at times simply because of perceived jealousies or ego. Employer needs to consider it fairly and not take instantaneous reactions without thinking things thoroughly. And one thing that should never be done is to send a junior person to find out something from a senior person. A proper hierarchy must exist. Things go wrong when management does things haphazardly.

do you have the authority to fire them? are you the boss?
if you are the boss, just assert your authority and make them work.
if you aren't the boss and it's bothering you, then report them?

Pretty much an inefficient management system in there. Or maybe a case of ineffective sourcing of employees from the human resources management. Now you see your company's problem. I think that you should start scolding the other managers since they are not effectively managing their people.

hi wiguen.
My boss had the same problem with some of my workmates because instead of doing their duties, they were surfing the web and chit chatting and it was frustrating him. So what he did was he called a meeting and warned that he will no longer tolerate what they were doing and he'd fire them if ever he'd catch them again. Somehow, some of them got the picture and gained their working momentum back.
