Gerund or noun? Please help me

First, I would like to ask you a question concerning the gerund?
Does all verb-ing form the gerund? Serve is the verb but serving in the longman dictionary is not the process/action of serve. Serving (according to dictionary: an amount of food that is enough for one person)
And can you help me choose the right answer of this sentence:
Peter will be retiring after 27 years old of ........... at the ABC
A. service
B. serving
C. server
D. serves

I would just like to add that all gerunds end in -ing but not all verbs ending in -ing are gerunds. How come? If there is a helping verb that precedes the verb ending in -ing, the verb is not a gerund. It is a verb in the continuous or progressive form.
Here are some examples:
1. Wittynet is posting answers in myLot.
2. Evergreentree was asking if all verbs ending in -ing are gerunds.
3. Posting in myLot is fun.
4. Singing love songs is my favorite hobby.
5. Making baskets is Giftsandsandbags business.
Is posting and was asking are both verbs. They are in the present and past progressive form. Posting, singing, and making are gerunds.
