Better Ways to Implement the Smoking Ban

When they brought down the smoking ban on the entire Metro Manila, Philippines, everyone felt like rats looking for a place to hide.
I know I did when we were trying to look for a place to smoke in during break times. It was really hard. I know it was probably a sign that I should stop smoking. I respect other people's wishes not to be smoked on. However, if they were trying to get people to quit smoking, or throwing their cigarette butts in the proper place (which we thought was the main reason they started the smoking ban), they could have taken other steps to ensure this. Like either raising prices of cigarettes. Or designating smoking areas for smokers.
It's retarded to put a smoking ban in public places, and still see other people walking around smoking being ignored by the police. What's funnier is that the policemen themselves are smokers and sometimes they would come up to you asking for a light. And when they do, it's almost as good a permit to smoke. A certain coffee shop fully supported the smoking ban and enforced this on all branches and franchises. However, since smokers also supported their bill of bad health, and coffee shops were running out of revenue, they lifted the ban from their shops and now smoking allowed once more.
What do you think would be a better way they could implement this Smoking Ban without driving the smokers crazy, and still giving everyone else the right to breath clean air?

First, kudos to you for respecting the right of other people who don't want to inhale second hand smoke. With regard to your question, I honestly don't know. The government should have thought a lot about this first. There are a lot of factors to be considered. This is a good ordinance. However, lack of implementation ruined its purpose big time.
