the control panel in windows usually has the system controls, so if you are looking to change language look under control settings or so....

Go to start then control panel then clock, language, and region/ change the display language. You will need to restart your pc after changing it. Source: answers.microsoft.com
However, based on what I have read on microsoft's site, you will need to upgrade to ultimate since it's the one that has these language packs, meaning if unfortunately your windows 7 is just premium and its language is not english, therefore you might need to upgrade.

You should know how to enter Bios setup to be able to customize language in your computer.Usually they hit F2 key before the logo of your operating system appears on the screen. Don't forget to save it before you exit and be very careful of what you do during Bios set-up cause it might make things worst. If you are not sure about accessing Bios, you better ask somebody who really knows how to do that.
