UKBA should have a law for this, i guess?

earlier i posted a discussion about a friend who's college just closed. she arrived 5 months ago from Philippines and she paid full tuition 4,895 GBP. UKBA closed a lot of colleges even the A trusted ones. It has been a rumor that only the highly trusted ones are left which clearly are not that many anymore. my friend contacted UKBA to ask whether she has the right to get a refund from the college and she found out the sad truth that UKBA has no say for this rather she should contact the college which refuses to give a refund. i think it is not fair for the student. she has not even finished her course yet. she lost her college and money. it seemed like she lost her dream, future in UK.
