Please help me with adjective clauses

Can you please help me with the function of TO INFINITIVE.
Normally, according to the grammatical books. Infinitive can serve as noun, adjective or adverb.
So in this sentence
Performance reviews to evaluate the employees are held every year in May and November.
So in this sentence, "To evaluate the employees serve as adjective to modify performance reviews". Am I right? So is this sentence can rewrite like that?
Performance reviews are held to evaluate the employees are held every year in May and November
If we can rewrite this sentence like that, so "to evaluate" is used as adjective, adverb or noun. Can you explain for me? Bunch of thanks

Wow, evergreentree, I went through English 111 and 112 and I am completely lost on this one. Maybe a college English professor will see your question, because I have no answer for you, in fact, I am trying to figure out what it is you actually want to know???

Sorry, I made the mistakes in the title and rewriting the sentences. I mean that when we rewrite the first sentence:
Performance reviews to evaluate the employees are held every year in May and November.
Can this sentence be rewritten as follows:
Performance reviews are held every year in May and November to evaluate the employees.

Okay, I might be wrong, But I believe the second one flows more easily and is clearer. Is this for a writing assignment?

I would say
Performance reviews are held every year in May and November to evaluate the employees.
English is not my native language but in my own language I´m a writer and have studied linguistics.
The first part of the sentence says what is being done and the second shows why it is done. So that "Performance reviews are held every year in May and November" belongs together.

I think 'to evaluate the employees' has been used here as a verb.
