Html is not a useful but a basic way of creating website. Most of the website are only created through html codes only few sites will be using php. so people use tool to create sites but if you edit it's content it will consist of HTML codes only. To be a webmaster one must know how to use html code in a advanced manner.

HTML is the browser code on client side.
PHP (or .NET or .ASP) are programming laguages on server side (mean secure, safe) which output for the client side coded HTML and others (JS, CSS etc).
To be a webmaster is not enough to know html and not enough if you know to make web programming using tools.
You must know at least HTML, CSS, JS, XML, XHTML, DHTML and at least one of PHP, ASP, .NET, sometime need to know also flash, visual basic and lot of things ... And when I say "to know", I mean know how to make the code with notepad, typing it with keyboard.
Else, if any bug you won't be able to spot it ...
