I suggest that you choose two or three different islands near to one another. You could stay away from the very touristy islands that have higher prices. The cheapest accommodation is camping in your own tent. You could find the cheaper rooms in a good travel guide book like Lonely Planet Asia on a Shoestring. You might be able to rent a private room in someones house. I suggest self catering and shopping in open air markets. I suggest the slower ferries for getting from island to island. You could take your own snorkeling mask and beach shoes. One day I hope to go island hopping and snorkeling in the Philippines. If so I hope to fly into Cebu Airport instead of Manila Airport. I hope that you will have a lovely time on the palm fringed beaches in the Philippines.

welcome, mar! i can suggest some PH places for you, though i haven't been in most of them. since it seems your main concern is the budget, i assume that you are not too picky for your lodging and food. so i guess your biggest expense yet is for transportation. i suggest you check cebu pacific. they have promos for domestic destinations. at least you would get to lower your expenses. if you like beaches, try pagudpud, ilocos norte. boracay, camsur, palawan, among others are great places but i think they are too crowded already. plus, the accommodations MAYBE pricey since they are expecting a lot of tourists. try googling pagudpud. there are several articles (and photos) about the place. have a nice vacation ahead!

The Beach - A relaxing place
If your budget is not that big then you can surf the net to find promo deals in going to Boracay. I know there are very cheap travel tours to Boracay during off season so you have to take advantage of this. Boracay is of course the best beach in the Philippines. Boracay will surely give you the relaxation you need. It is a haven. Once you see this beach you will never stop till you come back again.

I'm from the Philippines, but I haven't been able to go travel and visit the numerous beaches in our country. Like I'm only able to visit at least 5 beaches. The last time I went to the beach was May of last year, we went to this beach in Eastern Samar, Locsoon Beach, it is still raw and unexploited, and we don't have to pay anything, just make sure to don't leave any trash. If you know someone from the Philippines who could guide you, then you might be able to go to the beach without paying at all, just bring your own food, tent and trash bag.
