How to add my paypal account

I have tried adding my paypal account but it won't let me. I have checked out the FAQ's and followed the instructions, but it still won't let me. Could it be because I live in a small country town in South Australia that hardly anyone would have heard of. If I can not do this, then I will not be able to make any money, so can anyone help me? Your help will be much appreciated.
