January through mid March sees a lot of tourists in Dubai. The Dubai Shopping Festival being the reason. This year it is going to be held from December 20, 2006 through February 2, 2007. I don't know which city would have the most tourists.

I'd say a toss up between New York and London personally. However I think New York knocks all the others out of the race instantly. The World is your oyster.
