Economy: Is it necessary to elevate to a City level a Municipality?

Since the late 1990's there is a rampant proposal and approval of upgrading the category level of a Municipality to a City in the Philippines. Many questions are being brought - there are hundreds of it. I cannot remember if I had really counted them - one thing I'm sure, I was able to collect enormous number of reactions around. As I travel around this country, many of those who had been approved was showing sign of economic turn-around - which means residents adopts the new way of life, satisfactorily than it was before. However, there are also Municipalities that has been approved to become City that are still struggling for change. Worst of all, there are some Municipalities turned to City and eventually was recalled - Recalled means it is strip-off of it's City hood state and recognized as Municipality again. Anybody is very much welcome to air it's knowledge - whether it is political, social, financial or any views that may relate to the discussion. Hoping you and I and every citizen in myLot has a lot to learn. Jokes and comedy included and very much welcome - of course, subject to the sentiment of myLot administrator. What myLot administrator may filter, I hope I can read first before it is removed. Comical as well as other generic of concern is also knowledge enrichment, for me. Re-act.
