I think that most political conspiracies are borne from the non-political domain. That is, they are devised by theorists who suggest the so-called conspiracies without very little evidence to support their claims.
I would actually like to believe that there are enough good, honest and anti-corrupt politicians to ensure that no agreement can possibly be reached for them to work together in performing illegal, wrongful or subversive acts.
So, no, I do not think that conspiracy is a common form of political behaviour.
