Can I attach a link at the end of a post if it's relavent to the discussion? Example, if someone is interested in learning more about drawing or painting, can I attach a link to a drawing site or where they can purchase books on drawing or painting?

As long as I know, you can use links into your posts to provide authoritative guidance or to refer to a third party article.
We are not allowed to post links that are promoting something.

That's kind of a catch 22. If I attach a link regarding art instruction, how to draw, etc, that link can't be where to purchase art instruction books only the instructions themselves on how to draw? Because the purchase of the books is promoting something. Sounds confusing to me.
