first of all you need to add a permanent account number (pan card no) and then you need to add a purpose code and you need to add your bank account or your credit card to verify your account.. and now its mandatory for all Indian PayPal user

purpose code is the purpose for what you are using the PayPal account....and ...what I found in my paypal account is...In accordance with Indian regulations, selecting a purpose for your transactions (i.e. purpose code) is essential. By choosing a purpose code, you help the regulators in identifying the exact nature of your cross-border transaction. This is required to withdraw (or transfer) funds from your PayPal account to your local bank account. It's a onetime selection and the purpose code you add is stored and used as a default purpose code for all your transactions, until you select a different one.

I have just received a similar mail. There I am requested to submit my credit card No or bank a/c last transaction details and Purpose code of PAN No.which not seen on PAN Card.I think it will be available from the agent where I applied for the PAN. Credit card No is easy to submit but there is some problem with my No, which can be corrected by the help of my bank.

You have to submit an address proof. You can scan and upload your voter ID card for instance. This happened with me also and you just need to send them the proof of your address, name etc and they will remove the limitation on your account. Also, submit your PAN number as this is compulsory now.

As far as I know, you need to provide either your bank acc or credit card info in order to verify your paypal acc. But I am not sure if you are able to do so since you said that your acc is ltd. Why don't you email paypal's customer support personnel? That's what I always do whenever I have questions.
