Can anyone help me how to differentiate "THROUGH" and "BY"

I am having a problem regarding the usage of "THROUGH" and "BY". Can anyone help me explain the difference between "THROUGH" and "BY"
For example: Marketing is the art of getting things done through people.
Can we say: Marketing is the art of getting things done by people?
I would appreciate your precise comments which help me clear my problems

I can't really explain this to you thoroughly but I can see the difference. If you say "They walked through the bridge." it's a lot different than if you say "They walked by the bridge." The second one sounds like they didn't walk AT the bridge at all. It sounds like they walked where the bridge was located but never step foot on it.
