Complex sentence meaning! Please help me

I am translating some technical terms and it is quite hard difficult to understand. The whole sentence is following: If in spite of modification and/or alterations carried out by the Supplier, the indicated performance values are not attained in repeated performance tests within 6 months after start up, for any reasons for which the Supplier is responsible, Supplier is obliged to pay to the Buyer the fee. Can you explain for me the phrase "If in spite of", thank you very much.

This equipment is rated with performance values. The supplier is responsible to maintain these values for a six months period after start up. If the supplier can not provide the value by modification or alteration then the supplier is responsible for refunds. "If in spite of" equals "after attempting to" in this case. hope this helps.
