It looks like an attempt to centralize the government. I would suggest that you look at who is appointed. Region 3 has tow governors while region 5 does not have a representative. Region 2 (New York, New Jersey, Conn, Puerto Rico, and the Virgin Islands) has as their Representative the Governor of Puerto Rico.

There appears to be the creation of 10 regions each of which will have a Governor. Evidently this was actually created by Executive order #11647 by then President Richard Nixon on February 14,1972. You can read about it and see the map of the new regions at http://www.wvwnews.net/story.php?id=8560.

It does not mean that there will be 10 States. You should have read the link that your first Responder kindly gave you. It means that the states basically lose all of their rights and the Feds take over complete control. It is what Hussein has been drooling for since he stepped into office. It was also something Nixon wanted, but none of the Presidents after him except maybe Bush were stupid enough to try to impement it.
Hussein O has never to stop and think about the fact that there are milliions of well armed hunters in this country. All of whom are well armed excellent shots. If he continues to pull this cr_p, he is going to be in a world of sh_t!
